Try spraying the plant with a mixture of lavender oil and oregano and water make a small mixture up shake and fast spray the plant
Try spraying with a mix of 1 part dish liquid to 40 parts water and wait about 20 minutes and then hose off. Do not do this in the sun as the soap may burn.

is the whole top gone? Deer nature's way of spreading the seeds-----rosemary or garlic oil around it will help deter them
