Can you use stone pavers over a cracked cement patio?

Can a stone paver patio be built over a cracked cement patio? Would I be able to add the dirt/sand over the cracked patio, level it out, then build the pavers over? The crack is due to tree roots. Would this allow movement for the roots in the future?

If the bottom surface cracked there must be an issue underneath. Just covering it up could make the new pavers uneven.
If the crack is not too severe but the normal breaking where a seam should have been, if you place a border around the concrete which is presently there, fill in with sand and then lay your pavers you should be okay. Tamop down the sand and make it even. Fill in the cracks of the pavers with a mix of dry cement and sand to keep out the ants and moss.
I would fix the cracks first. You can get a caulk or concrete crack sealer. The ideas from joy is good. There is also a paver set polymeric sand material that will join the pavers together at the gaps. It is found near the pavers.
Thinking about doing the same myself. I have a lot of left over brick from previous owner. There is a diagonal crack across the patio and last year I repaired it with concrete patch. It still looks ugly even though it is otherwise sound.
You must first address the crack issue and correct it before putting pavers/tiles over it. Patch the crack first then proceed with project.
