Any base for any shed should sit, when finished, at least 4” above grade, and not be subject to erosion, and have about a 4% slope.
Under the surface pavers should be compacted gravel & sand. I would “fence” that in, with treated 2x6’s.
If you’re going to use irregular rocks, then you’ll need to put weed cloth under the rocks, on top of the gravel/sand. Then fill in between the rocks with more sand.
We used 12x12 square pavers from Lowes, the stepping stones that you would use for a path.
we put down weed cloth,peat gravel,sand, place stones to size and brushed in sand to fill the cracks. Keep doing it till it's all filled in. Water it so it all settles in. This was about 20 years go, shed is down but the little patio is still there! Just don't use wood, rots to easy.
