Mix the ashes with the dry concrete. Then just mix up the concrete with water.
I would pour 1/2 the bag of concert mix in a 5-gallon bucket add your ashes some water. Use your drill with a paddle attachment. Start it slow. Follow your direction on bag.
You do know that cremated remains are nothing like fireplace ashes? More like a fine, but chunky gravel. Since it will be going into a bird bath, it should not make a difference.
