Cut an anchor pattern out of a high density sponge, potato, stiff thick cardboard.
You could find an anchor stamp at a craft shop and then using the proper paint for fabric, you could stamp it right on!
You could buy or make an anchor stencil or order a stamper. You can just use the small bottles of acrylic paint found in the craft store paint section. Stamp or stencil and then iron. Ironing is the key to making the paint permanent.
Try Amazon or Etsy for an anchor stamp or stencil. You might find an anchor stencil/stamp at Hobby Lobby too.
