The seal is damaged and that foggy look appears to be moisture between the thermopane glass. You may need a new window, or you could try looking for a company that repairs this type of damage. We ended up replacing our door for this very same reason, it will not go away once the seal is damaged.
I agree with what Adrienne and Lindy have said. My parents have a glass company and they see damage like this often, especially after hurricane season. Check in your area to see if you have a glass company that can help you.
If you're on a budget and really just want the effect of a window without needing to see out, you could try simply covering it with an opaque window film, except for the top panes. There are several varieties and some are just 'cling' so there is no adhesive to be concerned with. It will give a completely different feel to your room, more cozy, while allowing you to keep your window garden.
If they are single pane glass it can be cleaned or replace easily. If they are double pane glass the seals have been compromised and the glass panels need to be replaced. Ace Hardware sells double glass panels and also install. If they are poly carbonate glass panels the also can be replaced with single glass panels or double glass panels. Hard to tell by the photo but I assume you have single pane glass that can be cleaned or replaced. It's very rare that double pane glass panels would be compromised all at once. That's why I feel you have single pane glass. If they are double pane glass it may be cheaper to replace the whole greenhouse window than individual glass panels.

Hello there, It might be possible to get the Glass changed only, I have just done that myself, in the UK!
Check with window companys, most will replace the glass pane only and leave the window frame intact. I have had this done.
