Your best bet is to pull them.

I'm guessing it's morning glory (vineweed) which is invasive and tough to kill. Hire a neighbor kid to pull out most of them (they have young hands and can unwrap the tendrils) then try to stay on top of the vines daily during this fast-growing season.

Weed them from the ground up. Pulling the tops only breaks half of the vine out.

If all else fails, cut them relatively close to the ground and paint the cut with a weed killer, that will direct the killer only to the roots and not the surrounding plants you want to keep. Since most vines are really tenacious, leave enough above the ground so you can make another cut to reapply the killer if it starts growing again. With time it should kill the roots. Cut the vine that is winding around your shrubs into manageable pieces and remove them that way so you don't damage your shrubs.
