When my husband wanted to make 3 small steps, he went to a home improvement store to buy the 2 x 12 for the rise. He saved a lot of money (for us with him in school it was a lot of money) and traced the risers off some the store had for sale. Then he went home, cut them out and put 2 x 6 boards across them...if it is a wide step, you may need risers every 3 feet or so to keep steps from sagging, but the process would still be the same. Hope this helps.

A simple frame from 2x4's would work. Then you can add plywood and top with your flooring.
