CLR will remove mineral build-up from dried on layer after layer of water. If it's just soapy crud and general dirt build-up, get a scrub brush and go at it with hot soapy water, that's the cheapest solution and you get a good upper arm workout at the same time.
After trying just about every anti-scum and grime product there is, I used a brand new, sharp razor to scrape it off. It was amazing what was able to be scraped -- even off of tiles that looked squeaky clean!

I use Tilex and a scrub brush or soft scrub
