Why should it matter if it is the deep end or the shallow end. A child can drown in a few inches of water. You need to never let the child near the pool without supervision or gate the entire pool. Baby proofing the deep end makes not sense. Also look into toddler swimming lessons in your area.

We will have a tanning ledge in the shallow end & will always, of course be supervising. My fear is she is a runner and will get away from us too quickly for us to catch her.

I see what you are asking and I think a life preserver is the answer. She should always have on a life preserver when out by the pool. But 2 and 3 year old die all the time by getting into the pool area when the grownups think they are safe inside the house. It was on the news just a week ago. You need a fence around the entire pool. Also teach her how to float on her back.
