What is the measurements for liquid dish soap and mouth wash to spray on lawn and shrubs to kill bugs?

Joe....Could it be 8 cups water, l cup Dawn, l cup Listerine and 1 tsp. cayenne pepper?
40 parts water to one part liquid soap. Spray on for 10-15 minutes and then hose off again. Do not apply in the hot sun or the leaves may burn.
Hey Joe, have you considered a neem oil spray instead? We find it works well.
