Jacklyn...I would go back to Lowe's and talk with them. Doesn't seem quite right after this long! Hope you can get some GOOD answers and Help!

You may have to try and remove it and try all over again by using a paint stripper.. If it has not dried by now it never will and there was something wrong with either the paint, which could have been frozen during storage, or the application. Use a paint remover to get the old stuff off and let it dry for a few days to make sure the wood is dry. Clean the surface really well with a good cleaner or solvent. Start over with a good primer, Bullseye 1-2-3, and then put on your two coats of final color. You can put a tint in the primer to make the second coat easier to cover up. I know this is a lot of extra work and extremely disappointing but once you have finally redone everything you should be happy with the results. Be sure to let each coat dry thoroughly between coats.

I would also go back to Lowe's and if no help, call customer service.
