Paint! I would paint the tires if you have them in use for gardens and decor and paint those cinder blocks too in solid bright or geometry designs! Let the creativity roll. That is what we did to ours. The tires we did in 4 shades camouflage and the brick in the same color as terra cotta, they look nice!

I have used tires before for raised gardens and they work well. I painted them to make them look pretty and not just like old tires. My Father-In-Law went one step further. He left the tires on the rims on one side and pulled the tire up so that it was sitting on the rim. He fixed it so that they stayed up there somehow but I'm not sure how. Then he put cardboard or plastic in the bottom of the tire (laid it on the rim) to keep the dirt in. He then drilled some holes in the bottom side of the tire for drainage. After all that he painted the rim and tire and had a pretty flower pot which he grew all sorts of things in. As for cinder blocks, I used mine as a raised flower bed and painted them a contrasting color to go with my house.
