Make a cage out of garden fencing that is a good bit taller than the plant and wider so they can't reach the leaves and have to go somewhere else for dinner. Give it time. Most plants will pick back up. I even have a tree in my yard the bucks have rubbed most of the bark off and it survived them doing it for two years in a row.

It should be fine as long as you protect it from further damage get some wire fencing and 3 or 4 metal 6ft.poles, pound poles in ground securely and wrap the wire fencing around the little tree to keep it from being eaten. make sure it's about a foot away from sides of plant and tall enuf the deer cannot get to top either.remove bottom 3 branches from it so the tree sends energy up to tops branches it'll be ok it's a young tree it'll come back don't know where you live but be sure to provide good winter protection for the little tree
