Terry....I would get a good insecticide and spray...I had them on my roses and we sprayed with it and they are gone. Good luck!

I use three things in the garden to kill unwanted bugs. In this case soapy water with tobacco added. Spray the plants generously with the mixture. The It will not hurt the plants or the soil. It will kill the bugs living in the soil as well.
I think maybe the pipe tobacco would be better. Cig tobacco has a lot of chemicals mix in it. I would think about the amount you find in one cig would be about right.
If you soak the tobacco in the water with the soap , you know a squeeze of dish soap in the water with a table spoon or two of vinegar and then spray the plants that should work.
My brother used this mixture around his garden and sprayed the lawn with it also. He told me it got rid of the fleas and the animals were rid of flies for a couple of years until he sprayed again. And I have to tell you that he lives on a horse farm. I'm going to try to get rid of the fleas in my garden as well using this method.
