Use netting! Also around the garden (but not into) spray liquid fence!
I would use wire mesh on deep metal stakes as they can dig up flower bulbs, which means they can dig up plastic mesh.
They can also jump fences for a meal.
On this website, it has been suggested to use grated Irish spring soap.

Hi Sandra. I'm Cindy. We live very close to woods and the DuPage River. So we see a lot of wildlife on our property. My vegetable garden (which is a lot of work) was like a buffet for them. I tried everything under the sun to keep them out. Someone here on Home Talk talked about using shredded soap. So I gave it a try. I was amazed that it worked. Don't get me wrong, I still see evidence of animals eating out of my garden, but nothing like it used to be. It's around 75-80 per cent better. Now I buy the big pkg of Irish Spring Soap in the Spring. I shred all of them at one time, 12 bars. I store it in a five-gallon bucket with lid, out in my shed. As soon as I get my garden in, I spread the shreds around the perimeter and in between plants. I add more after heavy rain. Sandra, it works and no chemicals used. The soap does not affect my plants at all. Good luck with your garden Sandra.
