Not really sure that pallets are a good idea for railing. Your railing must be rock solid secure and you don't want splinters either. Remember that railing in many places has to comply with local code. You need to check with your building department before making a decision.
If you decide to pour a concrete slab, take the time to watch some YT videos.

Hi Brenda, hope this video helps you out, utility trailers usually have the slots for 2x4 to slide in but you can likely fit pallet boards
