You can use a stiff wire brush to knock off some of the rust and then paint with RustOleum. They make an enamel paint that will block the rust.
I would also recommend using Rustoleum paint. Steel wool may also come in handy for removing the rust.
After you knock off the loose rust (and vacuum well) use duct tape to cover the metal parts. It comes commonly in 2" widths, although I've seen wider, and it comes in amazing patterns and colors. The big box stores should have a wider variety. It's got to be quicker and smell better.
Let the cheap landlord do his own repairs when you move out. If you opt for the steel wool and Rust-Oleum solution, make copies of the receipts, send them along, deducted from the next month's rent.😂
