Hello Ann, One on top of the other, or at different heights.
If you want 2 sinks in the vanity top, you must plumb for 2 sinks, the easiest way to do this is to purchase a vanity top and hire a plumber, unless you like doing plumbing work. Here is a video on a double plumbing sink.

Hi Ann, we have a small bathroom and I was investigating the same thing recently. I found very, very small sinks. They are pricey and they really aren't going to be large enough to wash your hair in them, but you could fit two of them into a small vanity. If you Google, very small bathroom sinks, they should come up and you can see if the dimensions work for you. Good luck!
What is your question are you trying to change it from one sink to two sinks?
If so, draw yourself a picture of the pieces and parts that are underneath the vanity now.
Then go to a do it yourself store, and look at all the different shapes of plumbing pipe. Stand there & start making a list of parts.
Then sketch out what you need piece by piece and the size, of each piece.
You’ll need things like plumbers tape, the proper tools, and don’t forget you need to turn off the plumbing for the whole house & back drain it, if you don’t have the proper shut off‘s now .
