If it were me, I would lightly sand it, wipe it down and just paint over it with a primer then paint it with a choice of paint/color. Built in cabinets are not always solid wood, unless yours is very old, so it is best to just repaint them. If yours are solid wood you can buy paint remover and wipe them down, or sand them down. Both those steps would be very time consuming and messy. I would prime them and paint them if it were me.
I encourage you to try the Citri-Strip product mentioned earlier. You can apply it and then cover with Saran wrap to make it work even better in the larger areas.
I second Ann's suggestion of Citristrip but one warning, do not let it dry completely so work in small areas. I had a bit dry in a groove on a console table and it was a nightmare to remove.
