It depends on the type of stove on how to proceed. You can scrape with a razor blade if it's piled up. Oven cleaner, baking soda, or cleaning clay can be used as well.
You can also scrape it with a scraper that uses a single-edged razor blades.

Lay paper towels on cool stove. Dribble white vinegar. Let set 15 minutes to half hour. Should just wipe up. If it needs more, make a paste of vinegar and baking soda.
Our stove is a gas stove with white enamel under. I didn't believe it until I tried it, but boil some water in the microwave and pour it into the surface. I pour enough on so everything has standing water except the burners. On ours the burners are raised so they don't get wet. Let it sit for a while and then wipe clean. I was thrilled with how well it worked! And it was easy, inexpensive, had no fumes or scratches or scraping. Additionally, now I don't dread cleaning the stove because it is so easy.
