Magic Eraser was my first thought. In case that doesn't work, boost with a cleaner. You might try using white toothpaste which will also help to "buff" the lights. If you need to use a degreaser, be careful to make sure you don't get it on the car finish. Spray on the eraser and then to the lights.
you said headlights try the Dawn dish soap rub it in full strength with fingers gently then use a sponge & tepid water to blot(only) rinse numerous times to get soap out.Headliners can get stretched out easily so do this all gently
oops you said headlights use straight dawn dish soap put on marks rub gently with fingers let it sit on stains/marks the longer the better then using wet sponge and warm water blot it, til it is rinsed out be gentle so you do not stretch headliner out repeat if needed. I live in same area of valley
