I would decorate in the theme of the graduate's future plans. Dollar Tree is a great place to pick up items. Hobby Lobby has 2019 graduation items 80% in our area.

Bunches of helium balloons in school colors always looks festive. You can make weights using plaster of paris and small plastic drinking cups--sticking a paper clip in the middle to tie the balloons to. You remove the cup once the plaster of paris is dry and wrap the weights in tissue paper or thin colored mylar paper. You can add curling ribbon to each balloon so it curls down in a spiral to make it more festive. Other people are correct--the Dollar stores have LOTS of inexpensive party supplies!
