Hang a plastic chain vertically from a clothes rod and add little hooks to connect your bags to the links.
How many do you have? My "better" bags that have their own dust covers are on a shelf in my closet. The rest all live in boxes stored in my closet. A few of the frequently used summer bags are on the back of my bedroom door on hooks.

You could hang them from a chain
Keep mine on a shelf in the closet. An alternative under the bed storage.
