I live in southern Virginia where the dirt is red clay and harder than bricks LoL. I tilled the area I wanted the walkway to be down about 4 inches and leveled it with a rake removing grass clods along the way. As I was going to plant herbs that you can walk on between the stones I didn't worry about putting down anything to stop growth. I then started placing my rocks in the positions I wanted them ( in a random pattern) and tapped them down gently so they were well seated. I then put a combination of top soil and planting soil down on top of the stones and swept the dirt into the cracks between the stones. Watered it down and added dirt. Then I put my plants in. With the red clay as the base and the fresh dirt the plants took off in no time. It has been 23 years and the pathway still looks good. Occasionally I have to remove a plant and replace it but overall the project has been worth it.
Flat Rocks, unless you prefer to Pave these like Bricks with Mortar, (which uses mortar rather than topping cement) always place Last into the Topping Cement as it is Setting.
