Some woodworking skills are required, but you can learn. Remove the legs. Remove the skirting. Make a template and trace your template on the table. Make your cut. Now you have raw wood exposed the cut. There are various ways to finish off the edges. Cut down previous skirting to fit new size. Reattach skirting and legs.

I would remove the top, then cut a circle of wood a bit bigger than the table apron to replace the square top. or buy a piece of round glass to replace the top with.

You need wood working skill to do these projects suggested. If you lack those skills or tools. Find a comparable table at a Thrift store. Then switch tops. There are screws underneath. You may have to drill new holes if they are not in the exact place. If your table is junk anyway. You can fasten a new top on top of the old one.
