Spray paint both sides to get the look you want. They have inserts for chair bottoms to stop them from sinking. Ask at your local hardware store.

The answer to A is yes, the holes will become clogged. And, unless you can remove the fabric, you're going to definitely need to mask everything well. Have you considered using fabric dye and painting it on??? There are lots of kinds in craft stores. Depending on the material, it may soak through before drying and do both sides simultaneously. (And it probably won't paint the metal chair - so it can be wiped off before it sets.) And yes, check with your home store. There are rubber feet that will fit on the bottom of those legs. Have fun making your new chair.

If spray painted slowly and properly the holes will not clog. Spraying several light coats in short sweeping motion won't clog the holes.

Use spray paint and spray light, even coats to keep the paint from dripping/running---will probably take at least 3 light coats to cover nicely. Be sure to hold the can at the suggested distance from the chair as you spray to help with even distribution of the paint. If you want to add some interest (since the chair will be the same color as the material unless you mask off the frame from the fabric and paint them different colors) you could stencil a design to the inside back. Good luck!
