You don't have to use anything but straight vinegar. Just be aware that the vinegar and also salt will kill anything it touches, so using it on driveways, sidewalks, walkways, patios, etc. is the best use. It may not kill the root the first time. Vinegar and salt also change the soil chemistry to the point that nothing will grow there for a while.
I found a video on YouTube that once cut back or kill the greenidge ! To place duck tap around the root area and poor salt and will kill and dry it out. Even though one I seen was for them Woody vines that grow up along Tree's! So shouldn't it also work the same for others? Or also a cut down tree that I want to prevent from continue to grow and use this salt method. Witch sure it takes weeks or month to fully accomplish the dead heading!
I remember someone mentioning there was a better time to spray so that the green leaves absorb the liquid but I cannot seem to find it in the archives.

Don’t know how to use vinegar but, you might try using baking soda. It worked for me,
1 gal white vinegar, 1 cup of salt and several drops of blue Dawn. Mix together and spray.

Vinegar on its own works, so does boiling water. It is only a temporary fix as it does not kill the roots.
