You could make a wood, hardware cloth or cardboard frame to attach something to like tile, cloth or shells.

you can glue shells right onto the mirror itself. Or you can glue shells onto the wall surrounding the mirror.

It’s already glued to the wall?

I would trace it with craft paper and then make an offset template to cut out a frame made from matt board- the kind that are used to matt fine art.

They come in any color or texture you want.

TAKE some printer paper & tape them together at the edges big enough to cover the entire mirror. Tape the paper to the wall so it covers the mirror. Take a pencil & trace around the mirror (a rubbing) so it appears on the paper. Take the paper to the framing shop & get them to create a frame using your template. Once your frame is finished, use finishing nails (or screws) to adhere it to your wall around the mirror. You're done. Frames can be created using most any wood or wood-looking plastic (for lighter weight). You could even paint it to whatever color you want too.
