No dye. You can paint with craft glass paint or spray sea class paint.

Spraying them will give a much better finish than brushing paint on. The sea glass colors are nice and the plain frost is pretty too. You could also do a faux mercury glass with the mirrored spray paint and some water. I did that on some glass bottles and they came out really nice. https://michellejdesigns.com/diy-mercury-glass/
I've used the sea glass paint that William mentioned and it worked well. It took a few light coats letting them dry for about 15 minutes between coats. You can find it on Amazon.
