You could always super glue the cracks together and super glue to a small wood plaque (super cheap at craft stores)… then you can fill the hole with small faux succulents so it looks like they growing out of the rock.
I actually saved a frog of my moms' by fixing all the cracks and filling it with cement. Use a small balloon and fill to the size ball you want, let dry then put it in the bottom and fill around it.
I would cover the cracks with something waterproof (cement?) to prevent further breakage and then put it in a planter. Just cover the broken parts with dirt and let the frog show through. You could also surround him with small rocks.
