Sedum or vinca ( they spread) could work depending on your location- planting zone. They are very happy in my zone 7 making a —green mulch.
Blue rug juniper. Lies flat spreads fast
Juniper gets my vote. You can mix in some others as well. I've put some purple heart on my bank. Creeping thyme but it can be pricey.
You can use creeping phlox or creeping thyme. Also vinca would work well.
