You may want to try a product called Texture 1-11. When painted it looks very nice.
Are you talking about finishing the inside of the outside? Or both? The inside partition walls could divide your spaces. You could try the Restore for used or leftover lumber, panels etc.
Keep in mind that without getting a permit the space will be "illegal". You may need to dismantle it prior to selling and - it may void your home insurance.
There's a lot of work to be done if you are enclosing your garage to use as an inside office/craft space. You do mention that the outside has "felt paper" so it sounds like you need to continue with some form of siding on the outside. As far as the inside, the garage will need to be insulated if you live in a colder climate so you can use the space all year round. You will also need some form of heat. And then there's the question I have as far as what kind of wiring do you have available to you in the garage so you can plug things in and use them in your office and craft area! There are lots of ways you can save money working on a project like this but you need to come up with a good plan and a list of what actually needs to be done so you can look at each individual part of the plan and then find some money saving ideas!
