Do be aware that once you paint the fence, you'll need to keep on it.
Personally, I would not paint it but would take out some stone and plant arborvitae or similar against the fence. Add potted plants on the ground and on the fence. Some yard art and voila!
I would not create more work for myself by painting the fence. To much upkeep. I would powerwash the fence put up some metal art and remove the gravel plant low maintaince plants and mulch around then.

thank you I love the metal fence art idea, but we do have to keep the river rock all across that area because mine and my neighbors yards slope down towards the back and they all drain into a specific area in our subdivision
