Use a good primer before you paint. I recently went from deep red to light gray. I used Zinsser Bulls Eye 1-2-3 Primer and it covered the red in 1 coat with zero bleed through.
Dal: #1 -- do not skip this step! -- PRIME! (I use Kils)
Then paint with a couple of coats of good latex paint

You certainly can. If the color you are going to paint is darker, then just a go ahead and paint it. Otherwise I would use a primer. Ask for tinted primer, it works the best.

Make sure you use a primer first--NOT a paint with primer in it! Once you prime then you can use a paint with primer included in the paint!
