Can you help me figure out a laundry plumbing issue?
second floor condo owner does laundry, first floor gets odor of detergent in laundry room and condensation in her dryer. Any ideas why this would happen?

It sounds as if the dryers are not properly vented or are vented on the same tube. Each should have its own seperate exhaust vent. This is something a professional should check out because it is possibly a hazard! I hope this helps!
Shoddy construction, improper installation, poor ventilation. Get your local building inspector to come out and note all code violations then take them to the HOA to have them address the situation. If these two units were not properly installed correctly, my best guess the entire development is the same. If newly constructed condos, you can go after the builder to have them fix or pay up to have repaired by a reputable contractor. If not new, the condo association needs to get bids from plumbers or contractors. Here is how to hire:

This is commonly referred to as a "construction defect." Hopefully you won't need to go so far as to hire attorneys, but I have seen it happen, more than one might imagine.
Please also note, that if left long enough, mold problems can develop and that will cost a heap of money to have properly remediated as it is considered hazardous waste and only licensed mold remediation companies are allowed to perform the work. This is not something a janitorial or HOA handyman can handle.

Yes sounds like they share a vent, not sure that is to code. Need to get it inspected.
