Check with your local municipality to see if it is a code violation. Is there a fence? If so, consider trellis with a fast growing vine to keep it out of sight at least part of the year.
Do you have a Homeowners Association? Go to them. Otherwise ask the city or county if it is legal. If they are the big ones then they probably have a lease & it is all legal. In that case take a chain saw out in the dark and cut them down. Be sure there is no cameras around.

I agree with Naomie. Your first step would be to check your local codes to see if that is even allowed. Often it's not. Have you discussed this with them? If you put up a trellis that hides them, that will defeat the purpose of your neighbors having them. In my opinion, it would be better to at least have a discussion with them to let them know that they are annoying to look at from your property. Before you say anything, though, I'd suggest checking the code first. If it's a violation of your local code, the authorities will handle it. Wishing you the best.
