I would make a wire basket as the fixture, lights, and swathe it in tulle.

Wrap a hula hoop, or several, in tulle, add led lights, and tie more tulle onto it. Long strips, or just make them puffy.

Sansan, lots of tulle involved but here goes. Make large rosettes with some tulle then gather more tulle in a swag or draping effect placing the drape/swag over a hula hoop/bent coat hangers, etc. Attach rosettes to this and add embellishments like crystal beads, fairy lights, diamond dust sprinkles, small roses, etc. The sky's the limit!!
