You will need to lightly sand to remove any gloss. Then prime with Kilz prime and paint your color. Paint will not stick to glossy finishes. it will just peel off.
U can wash it with tsp. It’s a de- glosser. Then u can paint with a bonding primer. Thts what I have done. Hope this helps you. A hardware store will help u find both items.
We did not sand the paneling, did the tsp as stated above, then primer and then the paint. No oil paint involved. Been this way for over 40 years and still looks good. The room became our bedroom with french doors going to a small sunroom. It always felt like a stateroom on a cruise ship.
The TSP is a good way to go as others have recommended. Then prime with Kilz Original and paint.
