Yes. My suggestion too. SO lightweight and easy to hang with just little L brackets. No sewing, just pin or glue the fabric in place on the back side and replace as often as you like.
You can so easily fit the cornices inside or outside the window frames for different looks. You could even gather the fabric if you like. So many options for very little cost.

I've seen a lot of people on here that uses foam board to create their valances. Very light weight and easy to cover with your favorite fabric.
