How do you repair an HVAC system that is off gassing?

A new HVAC system was installed and it is emitting a chemical odor. Just like new furniture or rug would offgas, this new system is still offgassing after 5 months. I am airing the apartment, using a portable air filter, using the exhaust fan and running an ozonator. Any suggestions to speed up the process?
