Don’t know if this is an option for you but under-bed shoe organizers might be the way to go. The shoes will be easily accessible and with them under the bed it might even open up some closet space without taking up space elsewhere.
Hi Mahi, if your closet has a door a door show organizer would be a cheap and easy solution. After that it really depends on the type of shoes you need storage for. The simplest thing I can think of would be to go buy a thrift store shelf and add more shelves to accommodate different shoe heights.

There are many stackable freestanding shoe racks & shoe shelf systems out there. If you want to make one by hand, you’ll need some tools.
