Hello Becky! You create a raised stencil by using a medium that is added to your paint to give the paint some texture. You can use any stencil. Here is a Hometalk tutorial that explains how to make your stencil pattern raised.

Hi Becky, you can use any stencil and turn it into a raised stencil. Look for texture paste at your craft store and mix it with your paint before painting over the stencil. You can use plain joint compound or spackling as well.
