Whilst in the garden,keep your dog tethered, Higher your Fence or add Barbed wire on top. Put up a Trellis in front of fence. Grow Climbing Roses up the fence........
add either fence rollers on top or add fence extenders look like these https://www.amazon.com/Dog-Proofer-Fence-Extension-System/dp/B07N1T2WGH you can get them cheaper elsewhere ; what kind of fence do you have?? you don't tell us. you can make or buy the fence rollers they are widely used here in AZ on top of any type fences chain link,wood& cinderblock(standard in AZ)to keep coyotes out of yards If your dog is not neutered or spayed get them fixed lot less likely they will want to roam also microchipped so you can at least make sure they get returned if they accidently get out.

You could add a trellis to the top.
