I would use a medium grit sandpaper.
Medium grit and a wire metal brush for those tight areas.
I refinish them by powdercoating them
I would lily sand with fine sand paper then paint with rustolium.
If rusted, clean with a stiff wire brush. If not, then scuff with fine steel wool. Then clean with denatured alcohol and your are ready to prime and paint with a metal formulated paint like RustOleum.
Use a metal brush to remove the flakey rust, then rough sand it. LocTite makes a product called Extend and it converts rust to black metal. It comes in spray or jar. Only use it on rusted areas, not painted areas. Once you remove as much rust as you can prime it with oil based primer and finish with an oil based paint. If all that rust treatment is too much for you consider having it sand blasted. You can get replacement parts on line which may save you some work. The hangers go between 22 and 53 dollars.
