Most of what builds up is dirt and oil from our hands. I suggest you use like you would furniture polish - put a small amount on, spread it around, give it a minute to soften the gunk, them wipe it off. One thing about body oils, over time they can actually soften the finish. So with that said you may notice some of your finish coming off too. It isn't a function of the coconut oil, it could happen with any cleaner that removes the gunk.
Coconut oil is to rehydrate wood not clean it. Use Murphy's Oil Soap to clean it.
I’ve never heard of using coconut oil to clean a wood handrail. Why not though, right?!! I guess you would use it just like any furniture polish or wax. Apply with a soft rag and rub/buff until clean. Try not to leave a wet or sticky residue behind, that would be an issue if you rubbed against it, getting an oily stain on your clothing.
