Outside shoe boxes need to be sturdy enough not to blow over in the wind, water proof enough to keep the shoes dry, and designed so that the shoes are easily accessible.

My suggestion is to purchase or construct a sloped lid (so that water runs off, and does not pool or sink in) cedar box similar to the one shown in the picture below. Cedar, if stained correctly, should be quite waterproof.

    Either

    (1) add a handle, and keep the sloped lid hinged so that it opens from the top,

    or

    (2) omit the hinges, and instead leave the front lower portion open so that flat shoes, like flip flops, can be removed and put inside the box in one movement
