I'm not sure what your desired effect is. Just off hand I would buy a styrofoam cone. Beginning at the bottom I would use push pins in the center of the hanky to hang them without the pins showing. As you continue up the cone they would layer. You could add more embellishments as desired or leave just the hankies.
