Hi there, I have seen people place plants in the space. If there's enough room, I've also seen people place a bistro chair and pillow on them for decoration. If there's truly no room, you could grow a flowering vine round the balcony for interest.
Quiana: a nice row of potted plants would look nice
I'd tear off that faux balcony and add a nice size Arbor. Plan a small seating area and a bistro set. Add some plants etc.
If this is a rental have the landlord inspect the overhang before you do anything...it looks fragile and you don't want it to collapse on someone because of added weight.
