Plywood does not sand well. It's best to cut out the damaged plywood along the nearest joist line and replace with new. You can buy culled plywood for 75% off at your home improvement stores.
For painting plywood, first prime with Kilz and then cover with latex paint
Just paint over the whole thing!
Considering the circumstacces, I would just slap some paint over whatever is there and call it a day. If I were your neighbor I would help you and take your mom for a few days. You can decide what you really want to do after she passes. When my grandma was well into her 90's everyone thought she "would go any day now" but I didn't. Since she was well taken care of and didn't have to worry about a darn thing, and no stress, she lived another 10 or so years.
Hello Honestea, you can pick up Latex paint which dries fast and put a quick coat or two on the flooring, use a paint roller for faster coverage.
